I've been renting an house from an lady who no longer lives in the house for 9 years and pays her 1500.00 a month in rent,however she wants to charge me every year for the garbage bio that's added on to her property tax bill can I report her to Homestead since she no longer lives at the place and doesn't report that she receives money for renting in order to keep her Homestead.

Yes. Homestead fraud is a serious issue.
