Does the FS 222.01 Notice of Homestead mean a 45 day delay in closing a refinance or sale?

If you intend a refinance your homestead after a code enforcement lien was recorded, does the filing of the FS 222.01 Notice of Homestead mean a 45 day delay in the closing of the refinance following service of the notice of homestead on code enforcement?

You can close once you file, but the funds may be required to be held in escrow by the title company until the end of the 45 day period, especially if they don't know or want to comply the law.
