Does the filing of the FS 222.01 Notice of Homestead delay refinance or sale?

I plan to either refinance or sell my homestead property but code enforcement recorded a lien on it in 2010. Will my closing be delayed the 45 day grace period in Florida Statute 222.01 when I file my notice of homestead or can I simply close once I file the notice of homestead?
I need an answer ASAP!!!

You can close once you file, but the funds may be required to be held in escrow by the title company, especially if they don't know the law.
