Are Canadians Eligible for Homestead Exemption?

My wife and I bought a home in Florida last year as our principle residence.
We have a cottage in Canada we use 4 months of the year and visit family/travel 2 mos. and reside in our home in Florida 6 mos.
Our Florida home is our permanent residence.
This is a statement of fact.
The county sees it differently.
Getting a clear reason for denial always seems to be our citizenship.
We are legally allowed to live in the US for 6 mos a year.
We spend in a given year more time in Florida then any other location.
Where do we stand?
Any thoughts!

I think this is the constitutional guarantee that homestead exemption reduces the assesed value of our propety upto $25,000 for permanent residents

Only "Greencard" holders who intend to permanently reside in Florida may claim homestead protection.

Who Cannot Claim Homestead Exemption?

Persons who are not permanent U.S. residents or otherwise able to form the intent to reside permanently in the U.S. and pending applications for permanent U.S. residency do not permit homestead protection.

This an obvious prejudice directed at Canadians. We cannot apply for refugee or landed immigrant status to qualify since there is no basis.
We cannot apply for a Green card via lottery as cannot are always screened out. Most of us seniors who do not wish to start a business in the US at this point to obtain a Green Card.
Yet if I was from almost any other country I could apply for consideration.
The county tax assessors can't help but smirk when dealing with Canadians as they know they have us and love charging us full freight.

I am considering applying for refugee status, not because of hardship from the Canadian gov. but because of prejudice of the US immigration dept.
