The intent to deny letters sent out by the PAO (Property Appraiser's Office) really don't have any statutory appeal rights without the person first making a new application. Under 196.011(9), the PAO can legally refuse to auto renew anyone for any reason at all. But, once the homeowner has written notice, they then must make a new application.
